Yes, the file "settings.conf" in the CoinOPS root folder controls this. Open this in a text editor (Notepad or better yet, get Notepad++, its free!) and look for the lines starting with "attractModeTime".

attractModeTime – is the number of seconds before the scrolling starts, make it 0 to disable it

attractModeNextTime – number of seconds until the next scroll begins

attractModePlaylistTime – number of seconds until the menu changes to the next playlist, make it 0 to disable it

Make a copy of that file somewhere before you start, as a backup. Also, that file contains a URL for full documentation of RetroFE, the front end used in CoinOPS NEXT.
