I'm running AMD FX 8370, 16gb ram, R9 390 (2gb) and just running it on 1tb hdd, everything from the coinops next packages runs fine, 60fps all the way. I know the PC you are looking at is lower spec than mine but looking at cpu comparisons the 8320 (I take it you meant the 8320 not the 8230 as i can't find one with that number!) is only about 20% less performance than mine so i don't see any problems with the processor for emulation. with the gfx card it all depends on which 200 series it is (you haven't stated which), if it is a high number like the 280 or 290 then it should run up to ps3 without much fuss. 8gb of ram is fine, you can always upgrade that on the cheap and a 2tb hdd will be plenty of space for a good collection. For $200 it's a bargain, i'd buy it lol
