controller remapping

can't figure out how to use to prevent MAME
unmapping when no gamepad is connected.
I tried using the default unlocked controls to modify
the controls then the default controls unlocked,
but if I unplug the joystick it loses all the settings can someone help me?
but the two .bat files must be clicked with the mouse as if it were an executable or
should they be launched from the promt?
