At first it can look daunting but when you get the experience or are able to add an emulator or system to RocketLauncher, after that it becomes faster. You need also to add the related Attract-Mode frontend configuration file of course and so on. It helps if you look first how other systems and emulators are done and try to copy the steps. But better wait for update 4 coming “soon”. Part of the idea with the updates, besides improvements, new features and so on, are the new systems we add that can make life easier for everyone since the initial setup will be there so you just need to add after whatever games you want, etc. And yes, Dreamcast will be one of the new systems in update 4. 😉
