Hi there not sure the best place to start with this one –
I'm looking for advice about which emulator/rom set to use to make a box to play all the light gun arcade games – up to and including as recent as possible – I have a couple of the Ultimarc guns coming
Also what spec PC do you recommend to run this properly?

Obviously the faster the PC (ssd drive etc..) the better the game play and more modern you can go , although there seems to be nothing that requires "gamer" style PC, best thing is try it with what resources you have and move on from there.
Complete up-to-date PC based light gun pack, in short, no.
But there are plenty of light gun packs to give you ideas, then you can simply add to them. (And even some how-tos!)
