This one was tricky and was not straight forward for me
(i cannot remember exactly what i did but hopefully i can point you in the right direction…).
I initially hardcoded the png to one mario-&-luigi-superstar-saga.png (Nintendo-Game-Boy-Advance-Bezel-16×9-2560×1440.png) b/c i hated the existing overlay but wanted something besides the awful bezel that covered too much.
Location may vary:
LaunchBox\Emulators\RetroArch\overlays

I used the Bezel Project to download Bezels for Process Retroarch
Once done online updater -> update overlays (in Retroarch will help)
In the end i have a nice set of overlays; some show, others don’t.
I suspect rom naming convention or some other break in path name, etc…but in the least it gets rid of that awful default GBA
