Anyone know where is the sound configured when you launch for example a sega game before the launch screen a sound plays SEGA. But problem is it cuts off short Saying SE.. or SEG… , but not the full word. But I cant find where is the sound file or the configuration. I would like to turn it off or fix it.

There are no sounds in between ES and launching a game other than having bgm on.  Not that I know of, anyway. I know my image does not do that as I've tested what you're describing and it doesn't happen. It goes from ES to the launch screen to the game.
If you're speaking of the intro vid / splash screen, that's a different story. I have not seen issues with that either. If that's your issue, go into audio and make sure your audio is set to what it should be instead of auto. That also tends to help.
