which version are you running?
in my version, (not the very latest) i went to the tab for retropie, and inside there you can select reboot, or shut down,
i currently am running the shutdown script on my cab, that has a button wired to the GPIO so one press of the button starts shutdown sequence, and after its off, one press turns it back on.
