Pis are brilliant and fun, but they are restricted, you can JUST about play PSX and N64 , of course a pc is as restricted as the hardware you build it with , for cheap and budget and good build practise go with the Pi, grab a latest image (They do get better and better) and load it on your SD Card, get a grip of what your playing with ?
