there are several images in the downloads section for the pie3 that are prebuilt includeing the emulators, roms etc. (top of page hover over front ends, click pi front ends, and pick your poison)
as for the pi to buy, IMOÂ its faster/easier to just buythe pi3b canakit that includes the pi the power cord, etc. instead of piecing it together.
