Update:
I did a complete factory reset, reimage of my steam deck. Re-installed CoinOPS Legends 3. All audio worked. Game select audio worked, in-game audio worked! Until the first reboot…then it was back to the way it was before the reset. Game menu audio works, in-game audio does not… 
if anyone has any ideas!?
