Offline Not an FTP, but archive.org is always your friend for complete sets.
https://archive.org/details/noIntroNintendoDsDecrypted2019Jun30
Do a Google search for “Nintendo DS collection archive.org” for many more collections for the DS, or change the system to whatever you like to get just about anything. Torrents at archive.org don’t work for very large torrents, so try jdownloader (jdownloader.org) to bulk download the files.

Don’t forget about all the downloadable games for the DS, the DSiWare.

Emulation *might* be different from what you are using for normal DS ROMs. Google is your friend here.
