How to setup EmulationStation on Windows 10 like RetroPie using RetroArch (2019)

I couldn’t see a video on Youtube that completely explained the steps, or any that included the es_systems.cfg.

Shout out to the boys who gave us EmulationStation and RetroArch, none of this would of been possible without them. For real.
